Procuring the LASMIIZO feasibility study
Transaction and procurement advisory to Lekki Worldwide Investment Limited, selecting the consultant for an investment-grade feasibility study of the Lagos State Medical, Industrial and Innovation Zone.

The challenge
LASMIIZO is planned as Lagos State's flagship zone for health manufacturing, research and innovation, aligned with the State's priorities on economic diversification, industrialisation, job creation and health security. It spans health, industry, infrastructure and innovation, and is likely to involve public-private partnership and joint venture structures.
Moving from concept to implementation needed an investment-grade feasibility study: one that private investors and development finance institutions could rely on. LWIL, the Lagos State Government's vehicle for strategic investment zones, needed a consultant able to deliver it, chosen through a process that would stand up to audit and external review.
Our approach
- Two-stage procurement
We designed and ran a two-stage process. An expression of interest, publicly advertised to local and international firms, tested the market and screened capability. A request for proposals then invited detailed technical and financial proposals from the shortlist.
- Clear criteria
Firms were assessed on relevant experience, public-private partnership capability, technical depth across the required workstreams, and institutional capacity. Every shortlisted firm received identical documents, and eligibility rules stayed fixed between stages.
- Quality-led evaluation
Proposals were weighted 70 percent on technical quality and 30 percent on price, reflecting the cost of a weak study later on. The evaluation looked closely at partnership structuring, investor mobilisation, financial modelling and commercial realism.
- Separate roles and approvals
Advisory, evaluation and approval functions were kept apart, with documented scoring at each step. The recommendation passed through LWIL management and the project steering committee before contract award.
The outcome
The consultant team was appointed through the process and began work on the study, delivering its inception report in May 2026. Imade Forte continues to support LWIL as the study proceeds.
The process gave LWIL a defensible, documented route to an investment-grade study, and a consultant selected on its ability to produce bankable, investor-ready work.
